The remaining points would be open for 'reinforcements', meaning more ships, forward ship construction, etc. Repairs to a ship would cost 25% to 50% of its base cost for one month to repair, depending on the damage, on top of the usual repairs and maintenance. However, half of those 'replacement points' must go to supporting your active units (to scale with how many you have active).

Every month (RL week) you get another portion, equal to your first fleet infusion (mod-controlled depending on the storyline, ie wormhole closure, worlds BDZed, etc). You build a 'fleet', starting with a standard amount of initial procurement points (100 points). The Federation faces threats from all sides, and as always, the specter of a Borg invasion looms over the galaxy. Chancellor Gowron has risen to the height of his power, and is calling for the invasion of Cardassia. The Cardassian/Romulan Fleet has been eliminated at the Battle of the Omarian Nebula.

This is a close-to-canon story debate, with our game time starting on January 1, 2372. You are a Captain in the star fleet of a major power. The Federation stands on the brink of war with the Klingon Empire, and the Dominion waits in the wings.
